France: "Plurilingual and intercultural approaches" academic seminar

Participants: 120 - supervisory staff and trainers from primary and secondary schools
In the presence of ECML experts (Michel Candelier and Béatrice Leonforte) and academics from the Lidilem laboratory at Grenoble Alpes University, a seminar on pluralistic approaches to languages and cultures was attended by 120 managers and trainers from the Grenoble education authority. This seminar, which took a resolutely cross-curricular approach, enabled primary and secondary school teachers to become aware of the work already underway in the field of pluralistic approaches to languages, as well as benefiting from high-level scientific contributions, discovering numerous examples of activities and acquiring new resources.
This workshop, organised with the strong support of the ECML, consolidated what already exists and opened up fruitful avenues of work for the future – in particular by outlining prospects for work in nursery schools, CLIL (Content and Language Integrated Learning) classes, mathematics, vocational training or as part of bilanguage continuity classes (classes of 6ème pupils who have benefited from the teaching of two modern languages at primary level). The participants appreciated this time for taking a step back, exchanging ideas and reflecting, which gave them the desire to go further in developing the plurilingual and pluricultural skills promoted by the Common European Framework of Reference for Languages.

Honouring the French language
This year, the 29th edition of the French Language and Francophonie Week, entitled "On the podium", celebrates French and sport alongside the Paris 2024 Olympic and Paralympic Games. A variety of events are planned at an international level from 16 to 24 March.
International Francophonie Day 2024 – Create, innovate, undertake in French
Every year around 20 March, la Journée internationale de la Francophonie is celebrated both in French-speaking countries and in those where the French language is less widely spoken. The Observatoire de la langue française estimates that there are 321 million French speakers on five continents. The events organised to mark the occasion aim to highlight the diversity and vitality of the Francophonie.
In 2024, the theme "Create, innovate, undertake in French" highlights the many opportunities and dynamism of the French-speaking world, encouraging creativity, innovation and entrepreneurship as levers for job creation for young people. This theme, launched on 20 March, will be developed throughout the year.
Modern Languages Week in France (18-23 March 2024)
In France, Modern Languages Week runs from 18 to 23 March 2024. Its aim is to highlight languages and linguistic diversity both inside and outside school. The aim of the event is to encourage the use of languages and to promote linguistic diversity, plurilingualism, language education and existing initiatives. The theme chosen for this year's event is "It's all about communicating", with the Olympic and Paralympic Games as a backdrop.
French, one of the official languages of the Council of Europe
Along with English, French is one of the two official languages of the Council of Europe. The Organisation is strongly committed to a balanced use of the two official languages, and in particular to respecting the principle of parity between the two official languages in accordance with the Statute of the Council of Europe. Among other things, it has just published Guidelines for the use of inclusive language in French and English, which will now be used by its European Centre for Modern Languages as a basis for its inclusive communication.
The presence of the French language in the world – some figures
- With around 321 million speakers, French remains the 5th most widely spoken language in the world (after English, Chinese, Hindi and Spanish) (1) and is the 3rd most widely used language in business.
- 81 million people speak it as their mother tongue and 255 million use it daily. (2)
- More than 93 million pupils have French as one of their languages of instruction. (1)
- As a foreign language, French is the 2nd most learnt language in the world by over 50 million people. (1)
- On the Internet, French is the 2nd most widely used language, with 180 million French-speaking Internet users (3.3% of Internet users worldwide). (2)

Online conference “Getting Europe moving!” (19 January 2022, 3:00 p.m.-5:15 p.m., Paris, La Sorbonne)
The conference ‘Getting Europe Moving!’ will give a new impetus to mobility programmes, in spite of the current the health crisis. The event will promote more inclusive and better recognised mobility for all young people, including students, pupils, apprentices, etc. The conference will be held online from the Sorbonne University in Paris.
Online village:
Each of the 27 EU member states will showcase examples of inspiring practices promoting more inclusive and better recognised mobility. Virtual stands will promote European organisations facilitating mobility and multilingualism.
In this virtual space, the ECML will showcase Plurimobil – practical resources for teachers and teacher trainers resources aimed at enhancing plurilingual and intercultural learning through mobility.
The event takes place within the framework of the French Presidency of the Council of the European Union.

Recently published: the latest issue of the Courriel européen des langues
The year 2019 marked the 25th anniversary of the ECML and the culmination of the "Languages at the heart of learning" programme. In the current issue, the Executive Director of the ECML and project coordinators take stock of 25 years of language education and highlight the ECML project achievements.
The interview focuses on language education in Slovenia. The last section presents new publications and digital resources.

ECML academic seminar "Awakening to languages" (Reims, France, 7-8 October 2019)

Participants: the academy's education executives and decision-makers (7 October); teachers and trainers involved in language awareness projects in their schools (8 October)
Pluralistic approaches - in particular language awareness and integrated language didactics - are included in the new curricula in France (2015 and 2016). At the instigation of the Rector of the Academy of Reims, a project aimed at the progressive integration of these approaches in the classroom has been developed and has benefited from the assistance of Michel Candelier and Francis Goullier in its definition.
The seminar supported by the ECML made it possible to draw up a progress report with a view to gradually extending the experiment. This seminar contributed to :
- offering additional training for people who had taken part in the experiments, including practical presentations, cross presentations of the work carried out, giving rise to a critical review (progress made and problems encountered) (one day, plenary sessions and workshops);
- to offer guidance and advice, with the participation of the educational managers who followed up the experiments, in the presence of the Rector;
- to sensitize new staff to these issues;
- to promote the Academy's action among its partners (local authorities);
- to bring together European actors involved in this same dynamic.

The CIEP becomes France Éducation international
The CIEP is undergoing a major transformation. On July 4 Jean-Michel Blanquer, Minister of National Education and Youth of the Republic of France, unveiled the public institution's new name, which has been changed to France Éducation international. This important step marks the first outcome of the endeavour initiated by the Minister several months ago. His goal has been to make the institution the main driving force for educational cooperation encouraged by the Ministry of National Education and Youth, which now has a new educational goal in the international arena.
Educational and linguistic cooperation is becoming a key element of the international policy of France. The aim is to put education at the heart of the public development assistance policy.

Just published : Courriel européen des langues – Issue no. 40, the e-magazine of the National Contact point for the ECML in France
The “Courriel européen des langues”, the online magazine which is edited twice a year by the International Centre for Pedagogical Studies (CIEP), has been relaunched with renewed contents and a refreshing layout. The current issue highlights 6 ongoing ECML projects, giving the floor to the project coordinators and a project team member, as well as to teachers in the field. In addition, the National Contact Point for the ECML highlights the new national language strategy in Denmark. Finally, a section presents 11 recent resources (online materials, publications).
The Courriel is disseminated in French on the CIEP website and on its LISEO portal (see dedicated section “Courriel européen des langues”). You can subscribe for free to the Magazine and find the archives here: http://www.ciep.fr/lettres-information/courriel-europeen-langues.

Week dedicated to digital literacy and language teaching and learning in Reunion Island
From 21 to 25 May, a week dedicated to digital literacy and language teaching and learning will be held at the University of La Réunion. This event will bring together four colleagues from the ECML e-lang project who will work on a book project on these issues. Wednesday 23 May will be devoted to a study and training day which will present the e-lang project.

Supporting multilingual classes: "Accompanying all language teachers in multilingual classes" (Sèvres, France, 17-18 May 2018)
In partnership with the European Centre for Modern Languages of the Council of Europe, the Ministry of Culture and the International Centre for Educational Studies (CIEP), the French Ministry of Education organised a training seminar for language teachers on 17 and 18 May 2018 in Sèvres, at the prestigious premises of CIEP, on the theme of supporting multilingual classes. The objective was to prepare teachers, teacher trainers, and administrators to develop the learners' plurilingual and intercultural repertoires in order to enhance their academic success and help ensure quality education for migrant learners.
The event was very successful, with 50 modern language teachers who participated, most of them acting as members of the French network "EOL - Learning environments where modern languages flourish", a project led by the ECML. The teachers were able to meet with the national coordinator, Jonas Erin, Inspector-General of National Education. They expressed their willingness to put into practice the contributions of training to make linguistic diversity a reality in their classes.
In addition, the seminar was opened at a high level by Pierre-François Mourier, Director of CIEP, Hervé Tilly, Deputy Director for European and Multilateral Affairs in charge of the interim Head of Service for European and International Relations and Cooperation, and Loïc Depecker, General Delegate for French Language and the Languages of France.

Modern Languages Week in France: 15 - 20 May
The National Modern Languages Week is targeted at all pupils in the schools and high-schools in France, as well as their families and the general public. The theme, first chosen for 2016, “Osons les langues/Let's dare to speak languages”, has been renewed for this second edition. This week, again organized in May, aims to raise awareness, among the general public, about the linguistic diversity present within the country and the advantages that modern languages represent. It also seeks to encourage the desire to learn and use languages.
The objectives of this Week are to:
- highlight a topic that can bring together language and/or language related projects and foster their impact
- raise awareness about the importance of languages for professional integration
- value plurilingualism
- encourage mobility and international openness

Annual Seminar of the ECML (Sèvres, France, 12-13 February 2015): "European language policies and national priorities" - ECML Call for submissions 2016-2019
This seminar is aimed at inspectors, members of the Academic Delegation for European Relations and international cooperation (DAREIC), teachers of Teacher Training Colleges (ESPE, Écoles Supérieures de Professorat et d’Éducation), language and literature teachers, researchers, French experts already involved in the work of the ECML, as well as anyone interested in the ECML.
Sarah Breslin, Executive Director of the ECML, will present the ECML Call for submissions for the ECML Programme 2016-2019 “Languages at the heart of learning”. The following ECML projects will be presented:
- "European portfolio for student teachers of pre-primary education" (Pré-élémentaire) (Francis Goullier),
- "Collaborative community approach to migrant education" (Community) (Andrea Young),
- "Involving parents in plurilingual and intercultural education" (Parents) (Gaid Evenou).
Sessions will also include inputs from two National Contact Points for the ECML in Austria (Austrian Centre for Language Competence) and in Canada (Official Languages and Bilingualism Institute, OLBI) and will be devoted to the cooperation between the ECML and the European Commission, as well as to reflexions on the future of language education.
The event is organised by the General Delegation for the French language and the languages of France (Ministry of Culture and Communication), the Delegation to the European and international relations and cooperation (Ministries of Education and Higher Education and research) and the International Centre for Studies in Education (CIEP – the national contact point for the ECML in France), in partnership with the Directorate for cultural, university and research cooperation (Ministry of Foreign Affairs and International Development).

France: Annual seminar on the European Centre for Modern Languages of the Council of Europe on European language policies and national priorities
On 4 February 2014, the General Delegation for the French Language and the Languages of France (DGLFLF), the Directorate of European and International Relations and Cooperation (DREIC - Ministries of Education and Higher Education and Research) and the International Centre for Pedagogical Studies (CIEP), in partnership with the Directorate of cultural and academic co-operation and research (Ministry of Foreign Affairs), will organise the annual seminar at CIEP (Sèvres, France) on the European Centre for Modern Languages of the Council of Europe on the theme of European language policies and national priorities.
Targeted audience: Maximum 80 people: teachers, inspectors, general inspectors, DAREIC, students in language teaching, associations specialised in language policies, CNDP and CRDP (*) managers.

Courriel européen des langues no. 29, November 2013
Issue no. 29 of the online newsletter 'Courriel européen des langues' - edited by the International Centre for Pedagogical Studies (CIEP) - highlights the network meeting of the ECML project "CARAP for parents - Parental Involvement in plurilingual and intercultural education" which was held on 30 and 31 October at the ECML premises (Graz , Austria).
The project aims to disseminate knowledge relating to the cognitive and social benefits of plurilingual and intercultural education. It also aims to develop the inclusion of parents in the elaboration of plurilingual and intercultural activities at school. To achieve this second aim, teachers must be informed about and trained in the benefits of involving families in pluralistic approaches – pluringual and intercultural.
The latest project event brought together experts in charge of associations of parents of students, who are interested in languages, persons in charge of teaching professionals aiming at the diffusion of plurilingual and pluricultural approaches, teachers, teacher trainers and researcher teachers with experience in the involvement of parents in educational processes.

Courriel européen des langues no. 28 has been published recently by CIEP(Centre International d'Etudes Pédagogiques), the national Contact Point for the European Centre for Modern Languages in France.
The newsletter provides information on the activities of the Council of Europe and the European Union in the field of language policy. It also publishes news about the ECML - its activities and publications - and on French participation in ECML workshops.
