Le Comité de direction est l'organe exécutif du Centre, composé d'un représentant de chaque État membre. Le Comité définit et adopte le programme à moyen terme, supervise sa mise en œuvre et la gestion des ressources du Centre et soumet un rapport sur les activités du Centre au Comité des Ministres du Conseil de l'Europe.
