Welcome to the Inventory of freely available online tools, developed within the framework of the ICT REV project of the European Centre for Modern Languages (ECML). ToonyTool, a cartoon, animation, and meme creator

Story creators

Description: ToonyTool is a web-based platform for creating custom cartoons, animations, and memes. Users can import their own files or choose from a range of tools and templates to design and customise characters, backgrounds, and scenes, which can then be animated using various features. Once finished, content can be shared online or downloaded and printed out. ToonyTool is free and does not require having an account. It was developed by Zygomatic.

Evaluation: ToonyTool is a handy resource for making cartoons, comics, and memes. It can be used for creative writing activities and storytelling. ToonyTool is best suited for younger students, as the characters and props are a bit juvenile and seem to be aimed at a younger audience.

Cost: Free.

Respect for privacy Privacy evaluations indicate how a tool handles personal data collection, storage, and sharing, including GDPR compliance and security measures, among others. The ICT-REV team provides them for informational purposes, reflecting our best understanding at the time of review, but assumes no legal responsibility for the accuracy or completeness of these evaluations and encourages users to conduct their own assessments: Medium/high. Zygomatic, the developer of ToonyTool, does not collect email addresses, passwords, or data users type in since it does not require an account for use. However, it collects IP addresses, browser and device data for operational purposes. It does not publish or sell this data, but shares it with companies that process the data on their behalf, yet taking responsibility for the level of security and privacy. Zygomatic uses cookies for different purposes, among which for advertising purposes on the website. However, users can opt out of them and be shown non-target ads instead. It mentions using security measures to protect personal data, but these are not detailed. Importantly, the majority of processing is done locally on users’ browsers, so there is little risk of data access or misuse. Moreover, in the majority of cases, no personal data is retained; in the exceptional cases where it is, it is kept for as long as users are registered or visit the site, or for a maximum of 26 months. Zygomatic acknowledges users’ right to review, modify, or delete their data. It states compliance with the GDPR. See more here.
