The European Centre for Modern Languages is launching the Call for project proposals for its next programme, “Language education at the heart of democracy”, starting in January 2024, and based on identified priorities in language education of the Centre’s member states.
The ECML would particularly like to encourage newcomers and the next generation of language professionals to benefit from this unique European platform to discuss, communicate and publish innovative ideas and make a genuine contribution towards enriching language education in Europe.

Themes for project proposals

Proposals must correspond to one of the themes which are based on the findings of the ECML survey on current priorities in language education in the Centre's member states.
The findings of the survey revealed that certain themes are a priority at multiple levels or “orientations”. These themes have been labelled “top priorities in member states”. Applicants submitting project proposals in this category can choose their preferred orientation:
- policy implementation,
- (language) teacher education (both pre- and in-service) or
- the practice of language teaching and learning (in classrooms or in other formal and/or non-formal settings).
The remaining themes also refer to important priorities in language education identified in the survey. They have been organised according to the specific level or “orientation” most frequently mentioned in the survey.
All submissions will be considered on an equal basis irrespective of the chosen category/priority.
Proposals can address one or more of these priorities.

The ECML will inform coordinators whose

On 16 November 2023 an online exchange and brief presentation of the new coordinators and projects will take place. Following this meeting
unsuccessful candidates will be informed.
On 25-26 January 2024, the new project coordinators will be invited to their first meeting at the ECML (Graz, Austria).

Finding team members
Projects are carried out by a team of four experts, each working and living in a different ECML member state. In exceptional cases, applications from non-member states as team members can be accepted (with a maximum of one project team member from a non-member state).
- One of the experts will be the coordinator with overall responsibility for team and project management.
- The website correspondent is primarily responsible for updating the content of the project website. No previous technical expertise is needed.
- The 2nd language documentalist ensures that key documents relating to the project are made available in the second language, including key project terminology.
- The communications officer ensures that information on project developments and expected outcomes are regularly communicated to relevant target audiences by using different communication channels.

Towards a Common European Framework for Language Teachers: Review of frameworks, standards and documents considered for inclusion in the proposed guide

This unique project reached a first landmark in September 2016 when a Network Meeting took place that brought together a diverse group of 22 specialists from 14 countries. The vigorous discussions of questions such as ‘what do we mean by competence in the case of teachers?’, ‘how can the different dimensions of teacher competence best be organised graphically?’, and ‘how can one compile an accessible directory of the many frameworks of teacher competences that already exist?’ provided plenty of food for thought.
So far, in its preparation for delivering the first of the project’s outputs, a guide to the many existing frameworks, the project team has identified and analysed nearly 40 instruments that set out various kinds of competences for differing groups of language teachers, ranging from student teachers to specialists in CLIL and reviewed a further dozen frameworks or standards developed for teachers of all subjects, along with a range of documents focusing on languages in education published by the Council of
Europe and other international bodies. .

“Supporting multilingual classrooms”: Recording of the eTwinning seminar available online

Linguistic and cultural diversity is now the norm in European classrooms. What does this mean for teachers, both language teachers and teachers of other subjects? How can teachers adapt their methodology to ensure that this linguistic and cultural capital becomes a rich resource for learning? This seminar aimed to encourage teachers to question their own beliefs as they discover for themselves the answers to these questions and the wide range of free resources developed by the European Centre for Modern Languages of the Council of Europe (ECML) in support of an inclusive, plurilingual and intercultural approach to teaching and learning.

The inventory of free online tools and open educational resources for language teaching and learning has been developed by the ICT-REV project of the ECML for language teachers, teacher trainers, language policy makers and multipliers. It currently contains 92 tools that have been evaluated with specific criteria in mind.
Suggestions for new tools are welcome at any time! Discover the latest resources below:

This new edition invites to develop digital and innovative tools that facilitate the development, use and mastery of the French language and the languages of France. 25 projects were selected among the 60 ones received.

Results of the national call for projects “Cultural action – French language”
The call for projects launched by the French Ministry of Culture was a great success and resulted in the submission of about 600 projects. The 160 selected projects will allow to improve the access to the French language for a large number of people through artistic and cultural activities. The projects are intended to support the creation and dissemination of tools for stakeholders in the areas of culture, inclusion, training, justice, and in the social and socio-educational fields; and to encourage associations and cultural institutions to develop actions linking the learning of French language and the artistic practice for the benefit of people experiencing difficulties with the French language.

Ireland: RELANG workshop - "Relating language curricula, tests and examinations to the Common European Framework of Reference" (24-26 May 2017)

Stakeholders in curriculum design, curriculum implementation, quality assurance, assessment and training for the new specification attended a RELANG workshop in Dublin from 24-26 May. The RELANG initiative offers training to stakeholders in the Member States of the European Union and the European Centre for Modern Languages (ECML) in relating language tests and examinations to the Common European Framework of Reference for Languages (CEFR) in a valid way and exploring relationships between foreign language curricula and the CEFR.
The article describes how the CEFR relates to the new Junior Cycle MFL specification.

Successful adaptation and use of the ECML Plurimobil mobility kit in Liechtenstein.
The Erasmus+ project entitled "Language Stay 2.0 - Supporting qualitative and sustainable language courses abroad (Li-Lingua)", carried out by the Office of Education of the Principality of Liechtenstein (Schulamt des Fürstentums Liechtenstein) with the involvement of the European Centre for Modern Languages (ECML) of the Council of Europe, has been successfully completed.

The aim was to make a significant contribution to the promotion of the international dimension in school education in Liechtenstein by promoting sustainable and more efficient learning in language stays of pupils.

Get ready for the European Day of Languages!

With just over two months to go until the 2017 European Day of Languages, preparations are well underway for hundreds of activities around the continent celebrating Europe’s rich mosaic of languages and cultures. Whether you are interested in learning a new language, taking part in competitions and quizzes, discovering methodologies behind language learning or simply enjoying music, dance, theatre and story-telling from different cultures, there is almost certainly a corresponding EDL event close to you on or around 26 September.

You can find a plethora of creative ideas, interesting facts, materials to download, games, activities on the dedicated European Day of Languages website. The site is now available in 36 languages and contains resources for teachers, students and in fact anyone with an interest in languages. We a very much welcome suggestions regarding ‘language trivia’, unique words, amusing idioms, palindromes and the longest words in the languages you know. If you are planning an event, – we are also delighted to promote your activity.
Some new features which will be shortly added to the site are :
• an ‘all the colours of the rainbow’ section featuring characteristics and expressions associated with colours in different languages;
• a directory of language (teacher) associations in Europe (currently containing over 350 associations).

Get ready for the European Day of Languages!
You can find a plethora of creative ideas, interesting facts, materials to download, games, activities on the dedicated European Day of Languages website. The site is now available in 36 languages and contains resources for teachers, students and in fact anyone with an interest in languages. We a very much welcome suggestions regarding ‘language trivia’, unique words, amusing idioms, palindromes and the longest words in the languages you know. If you are planning an event, – we are also delighted to promote your activity.
Some new features which will be shortly added to the site are :
• an ‘all the colours of the rainbow’ section featuring characteristics and expressions associated with colours in different languages;
• a directory of language (teacher) associations in Europe (currently containing over 350 associations).

With just over two months to go until the 2017
European Day of Languages, preparations are well underway for hundreds of activities around the continent celebrating Europe’s rich mosaic of languages and cultures. Whether you are interested in learning a new language, taking part in competitions and quizzes, discovering methodologies behind language learning or simply enjoying music, dance, theatre and story-telling from different cultures, there is almost certainly a corresponding EDL event close to you on or around 26 September.

The Czech Republic took over the chairmanship of the Committee of Ministers of the Council of Europe on 19 May. Among the nine designated priorities of the 6 month chairmanship is the promotion of human rights education and linguistic skills.

The Czech Republic continuously develops and improves tools for linguistic and cultural inclusion in Czech schools to help them deal with the increasing number of pupils whose mother tongue differs from the language of instruction. In this connection, the Czech Chairmanship will actively co-operate with the European Centre for Modern Languages of the Council of Europe (ECML) on promoting teachers’ and other language professionals’ capacities to develop linguistic skills and intercultural competences of learners, as a prerequisite for their successful education. In the framework of the ECML’s four-year programme 2016-2019, this co-operation will involve the preparation and organisation of mediation skills, as well as the dissemination of the results of projects focused on the work in multilingual classrooms and the establishment of European standards specifying proficiency levels of sign languages. Cooperation will proceed through the membership of the Czech representative in the ECML Governing Board and through the involvement of Czech experts in the project teams and networks.”

To add a little extra spice to the European Day of Languages this year, we are aiming to establish a ‘world record’. We would like to encourage as many people as possible to create a short video clip based on the phrase “I love [a language] because…”.
The video, using the above phrase, can be recorded in any language and can be about any language(s) and uploaded to the dedicated web page: http://edl.ecml.at/record. The clips may involve an individual, a group or a class and should be no longer than 10-20 seconds in length and filmed in landscape format. The more creative the video, the better!
By the closing date on 30 September we hope to compile the largest number of videos ever assembled on the theme of languages.
We are using the hashtag #EDLrecord to promote the initiative.

School segregation still deprives many children of quality education

The position paper of the Council of Europe Commissioner for Human Rights first provides an overview of school segregation in Council of Europe member states, as well as its main causes. It then reviews the risks that separate education entails and outlines the key principles that should underpin any policy to eradicate segregation and promote inclusive education. Finally, the report sets forth twelve recommendations to develop more inclusive education policies, in particular through improved anti-discrimination legislation, school desegregation strategies and better regulation of school admissions.

It then reviews the risks that separate education entails and outlines the key principles that should underpin any policy to eradicate segregation and promote inclusive education. Finally, the report sets forth twelve recommendations to develop more inclusive education policies, in particular through improved anti-discrimination legislation, school desegregation strategies and better regulation of school admissions.

Laura Ambrosio, FSL Professor at the Official Languages and Bilingualism Institute (OLBI), University of Ottawa, Canada, spent part of her university professional leave as a guest researcher with the team of the European Centre for Modern Languages (ECML) from 5 to 23 May 2017.
Laura began her fellowship at the ECML immediately after presenting at the ALTE 6th International Conference: “Learning and Assessment: Making the Connections”, where she spoke about FREPA, the ECML Framework of references for pluralistic approaches, and how these can be used to help integrate students from different linguistic backgrounds. She provided the ECML with detailed feedback on this conference, suggesting ways in which the findings could feed into the work of the centre. Moreover, she contributed to the preparation for the ECML Think tank "Language learning pathways". Her preparatory work served as the basis for developing an online survey which was launched in early September and which will remain online until 1st October 2017. Slovenia: new certificate of language proficiency

The National Examinations Centre of Slovenia concluded the project on relating national foreign language examinations to the CEFR. The main aims of the project were to ensure the comparability of different examinations and to facilitate the mobility of candidates who pass the Matura foreign language examinations. Recently published: CEFR Companion volume with New Descriptors

The Companion Volume is intended as a complement to the Common European Framework of Reference for Languages: Learning, teaching, assessment (CEFR). It represents another important step in a process that has been pursued by the Council of Europe since 1971 and owes much to the contributions of members of the language teaching profession across Europe and beyond.
The “Companion Volume” is the Council of Europe’s response to requests that have been made by the groups involved in the field of language education to complement the original illustrative scales with more descriptors. In addition to the extended illustrative descriptors, it contains an introduction to the aims and main principles of the CEFR.
The volume contains:
- a text explaining key aspects of the CEFR for teaching and learning;
- updated versions of the 2001 scales (gaps filled: better description at A1 and the C-levels, new analytic scale for phonology);
- descriptors for new areas: mediation (including reactions to creative text/literature), online interaction , and plurilingual/pluricultural competence;

European Day of Languages 2017 – a record-breaking day!

Based upon this year’s enthusiastic response to the European Day of Languages, languages and language learning appear to be more popular than ever around the continent.
In his statement on the occasion of the Day, the Secretary General of the Council of Europe, Thorbjørn Jagland, highlighted the great value of Europe's cultural diversity, “Europe's nations are always at their strongest and most prosperous when we are open and outward-facing, willing to embrace other ways of life, and when we welcome those who can contribute to our societies”.
This diversity was very evident in the 1,400 EDL events registered in the online calendar of activities. The number possibly only represents the tip of the iceberg, with at least 50 countries celebrating the Day this year, including Japan, South Africa and the United States. A huge variety of events covering all ages were on display. Activities such as Summercove school’s “European Rap” reflected the linguistic diversity present in the classroom and, at the other end of the age spectrum, there were also events for the ‘not so young’, such as the “Sprachentag für Senioren”, encouraging the older generation to learn new languages or reactivate old ones! Romania, with over 300 events registered, again proved to be the most popular country for celebrating the Day. In total, the EDL website was accessed over 1.6 million times during the month of September which surpassed all previous records.

On 4 December 2017 the Minister for Education and Skills, Richard Bruton T.D., launched the government’s strategy for foreign languages in education 2017-2026. The Plan sets out a roadmap to put Ireland in the top ten countries in Europe for the teaching and learning of foreign languages, through a number of measures targeted at improving proficiency and increasing the number of languages taught and immersion programmes.
Gaeltacht Education 2017-2022
In October 2016 the Irish Department of Education and Skills launched its policy on Gaeltacht* Education 2017-2022. The Policy sets out a vision for Gaeltacht education that recognises the role that schools and early-years settings play in providing high quality Irish-medium education and in fostering Irish-language proficiency and usage in the wider Gaeltacht community. It aims to support and improve the quality of Irish-medium instruction in Gaeltacht schools and pre-schools, and to ensure the availability of a high quality and relevant Irish-medium educational experience for all young people living in Gaeltacht. Through this policy schools located in Gaeltacht planning areas can opt to seek recognition as a “Gaeltacht school” where the school commits to delivering all curriculum areas and subjects through the medium of Irish and engages with the community in the Gaeltacht language planning process. The development and implementation of the Policy is a central commitment contained in the national Action Plan for Education 2016-2019 and plays a key role for the future of the language and Irish culture.

New law relating to Luxembourg citizenship from 8 March 2017
This new law, which came into effect on 1 April 2017, aims to facilitate access to Luxembourg citizenship, ensuring equity and social cohesion. The granting of citizenship is dependent, among other things, on knowledge of the Luxembourgish language. This must be documented through a certificate confirming successful completion of the language evaluation examination in Luxembourgish. The Luxembourgish language evaluation examination includes an oral production test at the A2 level of the Common European Framework of Reference for Languages (CEFR) and an oral comprehension test at B1 level. Recommendations for language teaching and examples of good practice
The Swiss Conference of Cantonal Directors of Education (CDIP) has adopted recommendations relating to the teaching of national languages and of English. In line with the recommendations, examples of good practice in language teaching have also been published. They have been organised into seven themes covering all types of immersion schools, pluralistic approaches, assessments and exchanges. They are available online on the Langues.educa platform, which also offers teachers a tool for the self-assessment of their language skills.

In line with the recommendations, examples of good practice in language teaching have also been published. They have been organised into seven themes covering all types of immersion schools, pluralistic approaches, assessments and exchanges. They are available online on the Langues.educa platform, which also offers teachers a tool for the self-assessment of their language skills.

Teacher education for linguistic diversity colloquium: live webcast on 13-14 December 2017

The colloquium on “Teacher education for linguistic diversity: the contribution of the ECML“ is organised by the European Centre for Modern Languages of the Council of Europe in cooperation with the European Commission.
With the increasingly diverse linguistic and cultural composition of classrooms around Europe, this topic has become a central issue in language education, has been addressed in several ECML projects and is given current priority by the European Commission. The colloquium will provide an opportunity to reflect on and evaluate the contributions made by the plethora of didactic research and innovative practices which have arisen over the past fifteen years.
At the core of this colloquium will be the contribution made by the Framework of Reference for Pluralistic Approaches (FREPA) and its impact on different aspects of language education throughout Europe.
Due to the high level of demand to participate in the event, the ECML has decided to stream the event live, starting from 9:30 am on 13 December and concluding at 13:00 on 14 December. The event will be in English and French and will be streamed in the original language of the speaker only.
During the colloquium, the following issues will be addressed:
- supporting multilingual classroom and language-sensitive teaching
- teaching tools for supporting diversity in education;
- the role of plurilingualism in new curricula;
- plurilingual curricula scenarios at different educational stages;
- reference frameworks for pluralistic approaches in teacher education
- the perspective of the European Union;
- examples of responses to linguistic diversity in specific member states.
The colloquium will be of particular interest to those who are engaged in pluralistic education, whether as teachers, teacher educators or curriculum designers, and aims to support their efforts in facilitating change in this area.

Digital literacy for the teaching and learning of languages (e-LANG)

This project aims to address the teacher training need by providing the basis for a teaching methodology which integrates new technologies. The project workshop (Graz, 10-11 October 2017) brought together 40 participants from 34 countries. The participants had the opportunity to discover the pedagogical approach guiding the e-LANG project, to explore the training modules developed by the project team, and to contribute to the project by creating real-world tasks and suggesting resources for language activities.
During their meeting which followed the workshop (Graz, 12-13 October) the project team worked on the pedagogical framework detailing the main principles of the socio-interactional approach (which guides the entire project). By the end of 2017 or beginning of 2018, it will also be possible to freely access the first training modules on Moodle. These will be offered to teachers interested in developing their digital literacy.
