This website offers a reference framework of teacher competences for pluralistic approaches (FTC-PA) and sequences of tasks for the development of such competences, to be used in initial and continuing teacher education.

Introduction

Plurilingual and intercultural education constitute one of the cornerstones of the policies promoted by the Council of Europe for living together. As highlighted in the Guide for the development and implementation of curricula for plurilingual and intercultural education (Beacco J.-C., et al. 2016, Council of Europe, Strasbourg), pluralistic approaches have emerged in recent years as essential tools for advancing such education. Teacher education now plays a pivotal role in their implementation. The "Common European Framework of Reference for Pluralistic Approaches to Languages and Cultures (FREPA, 2012)" pertains to the learners' competences. The tools proposed here aim to complement it by focusing on the development of teacher competences that facilitate the integration of such approaches into language education as well as in addressing the linguistic dimension across other subjects.

Outputs

The website offers two types of tools to aid the development of teacher education programmes and courses:
  • A reference framework of teacher competences for pluralistic approaches (FTC-PA)
  • Sequences of tasks for teacher education
A reference framework of teacher competences for pluralistic approaches (FTC-PA)

The reference framework of competences provides descriptors which can be used to specify teacher education objectives and raise awareness of the need for specific teacher competences in implementing pluralistic approaches (PA). Like FREPA, this reference framework is not prescriptive. Users can select the descriptors that align with their context. This framework is structured into seven sub-sets, dedicated respectively to Commitment to values and principles for the use of PA, Competences in communication specific to PA, Digital competences in relation to PA, Metalinguistic, metadiscursive and metacultural competences specific to PA, Didactic and pedagogical competences for the use of PA, Competence in collaborating with the whole educational community for the implementation of PA and to Competences for professional learning and development for pluralistic approaches.

Sequences for teacher education

Each sequence is centered around the development of one or more of the teacher competences identified as conducive to advancing the learners' progress and the development of their plurilingual and intercultural competences. 

The units include a scenario outlining the main steps and suggestions for adaptation, as well as materials to be used (or links to existing materials) and, where appropriate, guidance for use by teacher educators.
