Programme 2008-2011:
Empowering language professionals

Competences – Networks – Impact – Quality

The current ECML programme (2008-2011) takes place against the backdrop of major international developments in the sphere of education (e.g. the “White Paper on Intercultural Dialogue” of the Council of Europe as a contribution to the European Year of Intercultural Dialogue 2008). Within this political context there is increasing demand on the professional skills of teachers who are expected to contribute to national education reform processes. Concrete challenges are: standard-linked tuition, result-oriented assessment, greater autonomy of educational institutions and increasing ethnic and cultural heterogeneity among students.

Objectives

The objectives of the current programme are:
   - Enhancing the professional competence of language teachers
   - Strengthening professional networks and the wider community of language educators
   - Enabling language professionals to have greater impact on reform processes
   - Contributing to better quality of language education in Europe

Quality Assurance - ECML Programme Evaluation

On the following page we present the general scheme for the programme evaluation of the European Centre for Modern Languages of the Council of Europe. The purpose of the scheme is to establish a common institutional basis to standardise and professionalise evaluative methods and facilitate dialogue with relevant partners and stakeholders. The framework is expected to be consistent with internationally accepted evaluation norms, standards and good practices. more information

Consultants

As part of its quality assurance procedures, the ECML calls on the assistance of external programme consultants to provide feedback on ongoing activities, to contribute to the evaluation of projects and to review the publications and other results arising from them

The consultants also contribute to transparency towards the Centre’s stakeholders by assisting in systematic and effective evaluation of the quality and impact of its activities, products and services. Finally, their involvement facilitates wider professional communication of the ECML’s work in the expert community.

ECML consultants are appointed for a four-year period covering a medium-term programme. They are chosen according to their professional expertise, their experience at European level and their commitment to reform in European language education.
